Robert T. Richter, 78, Burlington, died Monday (July 20, 1998) at Mount Carmel Medical and Rehabilitation Center.
Born March 30, 1920, in Silver Lake, he was the son of the late William and Crystal (Dixon) Richter.
He received his bachelor's of business administration degree, with majors in accounting and governmental administration//urban planning from the University of Wisconsin's School of Commerce. He received a juris doctoris degree from the UW Law School and was admitted to the State Bar in 1949.
On Sept. 3, 1955 in Appleton, he married Fran Van Eperen. They settled in Burlington.
During World War II, he served as a first lieutenant in the Army's 25th Infantry Division in the South Pacific Theater and was awarded the Purple Heart.
He became a partner in Kelly & Richter Law Firm of Burlington in 1951. He was a member of Racine County and American bar associations.
He was the village attorney for Silver Lake from 1951-68. From 1951-60, he was the assistant to the city attorney for Burlington. He served as a circuit court commissioner for Racine County from 1962-78.
He was a charter member and secretary of Burlington Municipal Airport Commisssion from 1960-82. He was the secretary of Burlington Aviation Association and a co-sponsor of the Experimental Aircraft Association of the Burlington Air Show of 1964.
He was a member of Knights of Columbus Burlington Council 1578, Fourth Degree Mother Seaton Assembly, board of directors and secretary of Burlington Knights of Columbus Home Corporation, American Legion, board of directors of Burlington Chamber of Commerce, board of directors of Burlington Savings & Loan Asociation (1980-82), past president of and lifetime member of the Burlington Chapter of the UW Alumni Association, the Racine//Kenosha Estate Planning Council, and a past chairman of the Burlington Chapter of American Red Cross.
He received the K.C. Leo J. Warren Award in 1985.
He was a charter member and former president of St. Mary's School Board of Burlington and was awarded honorary membership in the St. Mary's Alumni Association. He served as the regional director for the Archbishop's Fund Appeal.
He also was an accomplished classical pianist.
Surviving are a son, Ronald of Whitefish Bay; two daughters, Barbara Richter of Boston and Patrice Rothman of Minneapolis; three brothers, Gerald and Richard of Mequon and William of Mount Prospect, Ill.; three sisters, Marie Fait of Burlington, Ruth Matt of Oconomowoc and Joanne Yerkes of Wildwood, Wis.; and five grandchildren.
He was also preceded in death by a brother, Dr. Lyle F. Richter.

RICHTER-Funeral services for the late Robert T. Richter, will be held on Wednesday, July 22, 1998 at 7:30 P.M. at St. Mary's Catholic Church, Burlington, with Rev. Michael Petersen and Rev. Tom Fait officiating. Friends may call on Wed. July 22, 1998 from 4:00-7:00 P.M. at St. Mary's Catholic Church. Private interment at a later date. Memorials to: St. Mary's Parish, Catholic Central High School, Alzheimers Assoc. Schuette-Daniels Funeral Home serving the family.
